Oh! The Council is just a higher power that simply stands over the Vampires and Lycans. There are two different Councils for each species, and are the ones that invite a lycan or vampire into the clan or pack
Xalia, with the wind within her hair, and the small smile having faded from her lips, came to a small stop as she approached the outskirts of town. She knew that racing through town would be a grave mistake, considering it would potentially scare any of her meal options if they were to see her doing such sports. Reaching back to fix her hood that was furled up within a ball. Slender fingers fixed the mess, and brought her to look more presentable than before. She had hoped to keep it that way, considering how well she had been able to look nice before when glancing in the mirror every once in awhile to make sure she was looking good. Turning her head to the side to see if Lyra had kept up like she had stated she would show Xalia she could, she headed down the street, towards the local Bar and Grill. She would be able to find something there worthy to eat, but of course, she would be picky. Some homeless man that was on the street was fast food for her, while the more dressed up men and women would be a gourmet meal. She smiled as she noticed a couple enter the Bar and Grill, seeing as they were both dressed enough to give her the impression they would taste good, Lyra and herself would be able to feast at least upon the female if the male were to prove to be difficult and get himself killed instead. But other scents caught her attention.
There hadn't been rogues within Toronto for sometime, considering the fact that she did visit and keep tabs on this. But it seemed there were two Vampires, and one Lycan in the area. This would make for a serious encounter if the Lycan were to attack. If he were under Pack Orders however, he would know that the neutral territories were a place where that wasn't allowed, and that if he were to attack, there'd be a small argument that she would have with the Alpha of the pack. Xalia hadn't met her personally, but she knew of Acacia, since she was her opponent within this war. The Council had given her plenty of information upon the female Lycan, and Xalia was pleased to know at least her opponent's name, instead of going through the awkward motions of greeting each other in battle, since that would be the only time that they would see each other.
The Lycan didn't seem to be within the Bar and Grill, so she moved towards the doors, motioning for Lyra to follow her. She could see a man inside, his hood up over his face. She was glad that the clouds were covering the sun right now, or else she'd be an uncomfortable hot, which wouldn't be good for public appearances. Although, that's why most of her skin was covered. Entering over the threshold, she paused for a moment, looking around to find a seat before she decided upon a stool, right next to the male Vampire that was in there. Just by his scent she could tell that he was one, and she would address the situation immediately."Hello Xalia, fancy seeing you here on this fine afternoon," the bartender knew her all too well. She visited the place many times, and it proved her to be a regular customer, ordering food and drinks. "I'll take the normal Liam," She said with a small smirk towards him as he sauntered off to get her a Blue Russian, something she quite enjoyed.
"May I ask what you're doing here?" She said lowly, turning her head towards the male that was within the space. She hoped Lyra had followed her to sit on the opposite side of Xalia, away from the male, since she was of no high authority within the Clan.
Xalia fiddled with her boot for a few moments, her outfit representing that of one that was extremely outdated, but suited her much more than normal clothes. She was only dressed up today simply because she wanted to hunt in her favorite outfit, and she didn't quite get to wear it all too often. It was a simple outfit she had gotten back when she had first fully matured into a vampire. It had boots that reached up till right above the knee, while black jeans underneath gave way to something of a similar color, tight against her skin. Her top was black with red linings, while a small skirt-like cloth flowed around her waist, and another hanging over her left shoulder. It was an old outfit, but it was simply her favorite.
Adjusting the hood to where it was fixed into a more comfortable and neat position, although it would more than likely be ruffled and out of place once they finished their little run into town. Lyra's response and question were of a playful manner, which Xalia liked. She didn't want to be too formal with living mates, so long as they knew of their place below her, which this female clearly did. If she hadn't she would've bared her fangs right back at Xalia and tried showing dominance over her. This was simply a casual conversation in which Xalia would indulge upon while it was there. "Oh hell no, I'd have hung myself with silver in the middle of a desert if that were the case," She joked about the Vampire's two weaknesses. Sun and Silver, the two combined would provide a hellish death, especially in the simplistic way she'd described it.
"We should get going however, all our food options might leave if we're too slow, are you going to be able to keep up?" The leader asked, eyeing her with eyes that spoke of pure playfulness, as well as a hint of calm dominance, something that was letting her stay at ease, while still holding her high position. She wouldn't await Lyra's response, as she quickly took off at a run, zipping down the long trail that lead to the front of her abode, and the only thing she would hear is the sound of the wind rushing past her, and the sound of footsteps beneath her as she ran, a small smile upon her lips as she made her way into an all too familiar hunting ground.
Xalia looked to the female, her stance relaxing against the doorframe as she stated that she was going to accompany the black haired leader into town to feast. And she stated that she would leave her backpack there, which amused Xalia and she stepped aside, beckoning for the female to leave her bag within the door. "I wouldn't worry too much about anyone taking your stuff, the Council has me living here all on my lonesome," She said, a playful tone to her voice. "Well up until now anyways," It was true, Xalia hadn't been accompanied by any vampires to the territory. She didn't mind, as living in solitude was something that she preferred, although company wasn't something that bothered her either. She'd accept Lyra's presence within her house at the very least, and would more than likely come to enjoy it when the time came that they would get to know each other.
"I'm guessing you drink human blood?" The leader asked, getting ready to sprint towards town. It would make for good exercise, even though she was still as fit as ever. She wanted to create conversation, and knowing what blood her new companion liked would be a major thought to keep in mind, considering some vampires were against killing humans. She didn't know why, they had been placed on this earth as had Vampires for the sole reason of keeping numbers in line. And a vampire didn't have to kill to drink anothers blood. But Xalia found killing her victims was much easier than trying to convince them not to tell others about her feasting upon them. It would cause an uproar among the humans, and lead them all to her front door, where she would be forced to kill them if they were to threaten her.
Xalia looked towards the female vampire, eyeing her with the blood red eyes of her, revealing her fangs as she flashed a smile towards the other. "That Council, they don't ever tell me anything do they?" She mocked, letting her voice echo between the two before she let her eyes fall back to their original blue. "Well, I was just heading into town to find me a meal, would you like to accompany me, or would you rather stay here and get to know your surroundings and find yourself a room?" Xalia inquired, looking towards the new vampire. Truthfully, she didn't quite trust the new vampire within her home entirely, but she would display how important it was for this Lyra to be a little more considerate of not betraying the leader, or else she would have much more to think about after she realized she was going to be hunted for the rest of her life until Xalia got ahold of her. Stealing from Xalia would be her last, and most fatal mistake, but there wasn't much here that Xalia really cherished besides the pictures of her and her son that she had hidden within her room.
But more or less, she would show this vampire just how much she should stay loyal to the leader.
Xalia had been preoccupied with herself, finding that she was getting ready to head out towards the town, where she would find herself hunting for a human or two to feed off of. The leader wasn't fond of animal blood, it just didn't taste right to her, while human blood did. She savored the taste, but a little human food to go with wouldn't be too bad of an idea. She knew that she enjoyed herself some sweet treats, no matter how much she didn't need them. She couldn't gain weight from them that was for sure. The only amount of weight she had gained was when she gave birth to her son, Tavias. Her thoughts flickered towards her hybrid child, wondering just how well he was fairing with the Council. They had promised to give him back to her once they figured out what exactly it was about him that made him special. But she herself had no idea. She didn't know how the Lycan, Tavias' father, had gotten her pregnant. She thought that since humans could not seem to impregnate her, that surely Lycans wouldn't be able to either.
It was a fickle situation, something Xalia didn't wish to deal with right now. And as the doorbell rang, it brought her from her thoughts back to reality, seeing as she had a visitor. Was it a human coming to be her meal? That would save her the trouble of going into town to find one, and disposing of the body would be easy. But, as she caught the scent while approaching the door, she was slightly disappointed that it was a vampire. But she knew why the other was here. The Council was the only one that would give destinations to her location to another vampire, and if this one was trying to kill her, why not just break down the door instead of taking the time to actually ring a doorbell? Her gentle fingers slid over the doorknob, twisting and pulling to where the vampire was revealed. It was a girl, looking somewhat like Xalia did, although she was much more pale, and had tattoos as well.
"Hello, might I ask why you're at my door?" She said, leaning against the post as her blue eyes flashed red, flickering over the female as she let her fangs grow within her mouth, ready for a fight if necessary.

Mountain Trails that line the hills and mountains of the area, these are great paths to stay on for hiking and such. Vampires and Werewolves are allowed to hunt here.
